O cadastro territorial multifinalitário e gestão do território Multipurpose territorial cadastre and territory management

Resumo

O conhecimento do território sobre o qual as administrações municipais planejam e determinam suas ações é de fundamental importância. Não se pode conceber que os Municípios executem suas ações sem planejamento, onerando os cofres públicos por conta de ações sem prévio estudo e prejudicando o desenvolvimento ordenado das cidades. As possibilidades disponíveis atualmente, associadas ao desenvolvimento tecnológico e, aliadas à cooperação das diversas ciências nas suas multifinalidades, permitem um incremento considerável nas formas de analisar, levantar e manipular informações e dados sobre o território municipal. Assim, o presente trabalho apresenta como devem estar estruturadas as informações e a base cartográfica, por meio do Cadastro Territorial Multifinalitário – CTM, de forma que o mesmo seja efetivamente utilizado como ferramenta na gestão do território por parte de Prefeituras Municipais.

Abstract

The knowledge about the territory over which municipalities plan and determine their actions is crucial. It is not conceivable that municipalities perform their actions without planning, burdening the public budget because of actions without prior study and undermining the orderly development of cities. The possibilities available nowadays, associated with technological development and, together with the cooperation of several sciences in their multipurpose, allow a considerable increase in how to analyze, raise and manipulate information’s and data. Thus, this paper presents how the information and the cartographic base should be structured, using a Multipurpose Territorial Cadastre - CTM, in order that it could be effectively used as a tool in territory management by municipality authorities.
